चेतसो वचसश्चापि भूतानामिति निश्चयः ॥ २३ ॥
cetaso vacasaś cāpi bhūtānām iti niścayaḥ

[It may otherwise be the case that one is unable to identify the cause due to ignorance of the matter, as expressed in the following verse (yad vā ajñānād apy akathanaṁ sambhavatīty āha athaveti).130]; athavā — alternatively; niścayaḥ — the conclusion; iti — [is] that; gatiḥ — the ways [or modes of existence exhibited in the form of the slain and slayer (vadhya-ghātaka-lakṣaṇā vṛttiḥ)131]; deva-māyāyāḥ — of Bhagavān’s divine extrinsic potency [(bhagavato māyāyāḥ), which enables both the sustenance and destruction of the entire cosmos (sarva-jagat pālana saṁhāra kāriṇyā)132]; nūnam — [are] indeed; agocarā — beyond the purview [or beyond the scrutiny (aviṣaya-bhūtā)133]; cetasaḥ — of the mind [beyond all reasoning capacity (apratarkyaḥ)]; ca api — and; vacasaḥ — speech [beyond all power of expression (anirdeśyaḥ)]; bhūtānām — of all living beings.
Translation
Alternatively, the conclusion is that the ways of Bhagavān’s divine extrinsic potency (māyā) are indeed beyond the purview of the mind and speech of all living beings.
