SB 1.13.40

नारद उवाच
मा कञ्चन शुचो राजन्यदीश्वरवशं जगत् ।
लोकाः सपाला यस्येमे वहन्ति बलिमीशितुः ।
स संयुनक्ति भूतानि स एव वियुनक्ति च ॥ ४० ॥

mā kañcana śuco rājan yad īśvara-vaśaṁ jagat
lokāḥ sapālā yasyeme vahanti balim īśituḥ
sa saṁyunakti bhūtāni sa eva viyunakti ca

Synonyms

nāradaḥ — Śrī Nārada; uvāca — said; rājan — O King; mā śucaḥ — do not grieve [śokaṁ mā kārṣīḥ127]; kañcana — [for] anyone [kañcanāpi janam]; yat — because [yasmāt]; jagat — this world; īśvara-vaśam — [is] subordinate to the will of Īśvara [(īśvarādhīnam);128 who awards results in accordance with the actions of the performer (tat-tat-karmānurūpa-phala-dāna-pravṛtta-bhagavad-adhīnam)]; [the world’s subordination to the will of Īśvara is now made explicit (īśvarādhīnatvam eva spaṣṭayati)]; ime lokāḥ — all these worlds [all people within the three worlds (tri-lokā-sthā janāḥ)]; sa-pālāḥ — along with their universal guardians [such as Indra and so on (indrādayas tat-sahitāḥ)]; vahanti — carry; balim — offerings [reverentially carry out the orders (pūjā-satkāra-pūrvakam ājñāṁ pālayanti)]; yasya — of Him; īśituḥ — the Supreme Regulator of all existence [parameśvarasya]; saḥ [eva129] — [it is] He indeed; saṁyunakti — who unites [saṁyojayati]; bhūtāni — living beings [prāṇinaḥ]; ca — and; saḥ eva — He alone; viyunakti — who separates them [viyojayati].

Translation

Śrī Nārada said: O King, do not grieve for anyone because this world is subordinate to the will of Īśvara. All these worlds along with their universal guardians reverentially carry out the orders of Him, the Supreme Regulator of all existence [Parameśvara]. It is He indeed who unites living beings and He alone who separates them.
