vidhitsamānaḥ — intending to assign [vidhātum icchan69]; rūpa-nāmanī — names and forms [intending to regenerate limiting adjuncts for the worldly experience of the jīvas (upādhi-sṛṣṭyā jīvānāṁ bhogāya)]; ātmani — to the jīvas [jīve]; anāma-rūpa — who were then devoid of names and forms; saḥ eva — that very same [Puruṣa, Śrī Kṛṣṇa, who is infallibly established in His own essential being (apracyuta svarūpa-sthitir eva)]; bhūyaḥ — once again [out of the beginningless flow of creation (sṛṣṭi-pravāhasya anāditvāt)]; anusasāra — presided over [in the form of the Immanent Self (antaryāmi-rūpeṇa adhiṣṭhitavān)]; prakṛtim — primordial nature; sva-jīva-māyām — His extrinsic potency that bewilders His own integrated parts in the form of the living beings [svāṁśa-bhūtānāṁ jīvānāṁ māyāṁ mohinīm]; nija-vīrya-coditām — [And] being impelled by His own dynamic potency in the form of time [sva-kāla-śakti-preritām]; sisṛkṣatīm — [primordial nature] became structurally aligned in such a manner as to evolve the world [(ataeva sraṣṭum icchantīm); (viśva-sarjanonmukhīm)70]; śāstra-kṛt — toward this end, He manifested the scriptures [brought forth the Vedas to establish the path of prescribed action for the jīvas (karmāṇi ca vidhātuṁ vedān kṛtavān)—thus spoke the women of Hastināpura (ity āhuḥ); in this regard, He manifested the Vedic scriptures even prior to the unfolding of prakṛti (prakṛty anugamanāt pūrvam eva veda-śāstrāṇi kṛtavān), to enable the perfection of the sādhanas of karma, jñāna, and bhakti (siddhy artham). Indeed, He, as Mahāviṣṇu, manifested the Vedas from out of His very first breath (śvāsa-niṣkrama-prathama kṣaṇa eva vedādi-śāstrāvirbhāva-kārī mahā-viṣṇuḥ san)71].
Translation
Intending to assign names and forms to the jīvas, who were then devoid of names and forms, that very same [Puruṣa, Śrī Kṛṣṇa] once again presided over primordial nature, His extrinsic potency that bewilders His own integrated parts in the form of the living beings. And being impelled by His own dynamic potency in the form of time, primordial nature became structurally aligned in such a manner as to evolve the world. Toward this end, He manifested the scriptures [to establish the path of prescribed action for the living beings].
